Kazakhstan is the EFSD founding state:

The authorized representative of Kazakhstan in the EFSD Council is the Deputy Prime Minister - Minister of Finance of Kazakhstan — Yerulan K. Zhamaubayev.
The member of the Expert Council from Kazakhstan is Director of the Department of international financial relations, Ministry of Finance of the Republic of Kazakhstan - Daniyar N. Rakymzhan.
Kazakhstan is a member of the Eurasian Economic Union since 1 January 2015.
