EFSD participates in KazAID seminar held as part of Dostyk: Diplomacy Programme

As part of the Dostyk: Diplomacy Programme, a seminar entitled ‘Transboundary Waters: Drivers of Sustainable Development’ was held for representatives from Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The seminar was organised by KazAID, Kazakhstan Agency for International Development.

EFSD participates in KazAID seminar held as part of Dostyk: Diplomacy Programme 

Astana, 28 May 2025. As part of the Dostyk: Diplomacy Programme, a seminar entitled ‘Transboundary Waters: Drivers of Sustainable Development’ was held for representatives from Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The seminar was organised by KazAID, Kazakhstan Agency for International Development. 

Artem Levenkov, an expert from the Eurasian Fund for Stabilisation and Development (EFSD), presented a report on key challenges and trends in financing the water sector in Central Asia.

The EFSD expert emphasised the importance of introducing innovative approaches, enhancing cooperation between the countries in the region, and improving the institutional capacity in water management. The report covered modern financing options for the water sector, including a combination of credit and grant instruments, technical assistance, and project preparation support.

Particular focus was given to the EFSD’s role as a strategic investor in projects aimed at sustainable water management, the development of water infrastructure, and the improvement of the quality of life for the region’s population.

The Dostyk: Diplomacy Programme is designed for civil servants from foreign and other ministries involved in shaping and implementing policies on transboundary water management in their countries.

On 27 and 28 May 2025, representatives from Central Asian countries took part in a training event designed to enhance cooperation on transboundary water management for sustainable development in the region.

The programme covered the role of water in achieving the Sustainable Development Goals, the exchange of experience in implementing water management projects, interstate cooperation on developing the Aral Sea basin, and the financing of the water sector in Central Asia by international financial institutions. 

The Eurasian Fund for Stabilization and Development (EFSD) is a regional financing arrangement totalling over US $9 billion, established in 2009 by the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan. The EFSD aims to promote economic and financial stability in its member states and support their sustainable development.

KazAID, Kazakhstan Agency for International Development, is an operator in the area of official development assistance (ODA). It was established by the Government of the Republic of Kazakhstan and operates under the Ministry of Foreign Affairs of the Republic of Kazakhstan. KazAID implements national ODA policies, promotes the development and sustainable growth in partner countries, and showcases Kazakhstan’s achievements in various sectors. It also facilitates the exchange of knowledge and the establishment of contact networks between specialists from different countries.
